A lawyers' advocacy group agreed with the stand of former Supreme Court Associate Justice Antonio Carpio that House Bill 78, which seeks to amend the Public Service Act (PSA), is unconstitutional because it limits the definition of public utility to power distribution and transmission and water distribution.

Tagapagtanggol ng Watawat said that the measure filed by Rep. Joey Salceda excludes telecommunication companies from the list of utilities that should not be owned by foreigners.
