METRO Manila's shift to a modified general community quarantine (MGCQ) by November isn't impossible, Malacañang said on Thursday.

Palace spokesman Harry Roque Jr. made the statement after Parañaque Mayor Edwin Olivarez, who heads the Metro Manila Council, said that the National Capital Region (NCR) may shift to MGCQ if the decline in the number of coronavirus disease 2019 (Covid-19) cases in the region is sustained.
