INSTEAD of providing cash grants to farmers amid trying times, it would be better for the government to implement measures to keep palay (unmilled price) prices stable.

Raul Montemayor, Federation of Free Farmers (FFF) national manager, said keeping palay prices stable by temporarily imposing safeguard duties or additional tariffs on imported rice would have been a more cost effective approach.
