A DISAGREEMENT between officials of the Philippine Regulatory Commission (PRC) and the Commission on Higher Education (CHEd) has placed teachers and teacher education institutions under scrutiny once more.
Dr. Rosita Navarro, chairman of the PRC Board for Professional Teachers, raised some hackles when she blamed the low passing rate in the Licensure Examination for Teachers (LET) to the “open enrollment” system in universities offering education courses.
