Dear PAO,

My cousin is planning to buy a second-hand car, but the seller could not present him with the registration papers. It has almost been a month since he has been following up the seller, who is asking for a down payment before he shows the registration papers. So, they agreed that they would meet for the down payment. My cousin went to the seller’s house, and as he was about to deliver the down payment he was surprised that there was another man claiming that the vehicle is his and that it was stolen. The man said the police were coming over for proper investigation, but the seller kept insisting that he had no participation in the property being stolen or any intention of holding on to something that is stolen. But when the man asked him to present the registration papers of the car, he couldn’t present any and he kept on saying that he also just bought it from another person who claims to have the registration papers. Can there be a crime possibly committed?
