Article 151 of Family Code not applicable to petition for settlement of estate

Dear PAO,

My father died a couple of months ago and left a considerable amount as part of his estate. I have been telling my mother and my siblings that we should file a petition for the issuance of letters of administration to settle my father’s estate. But my siblings insisted that we just settle it extrajudicially, which is much easier when settling an estate.
