Can President Duterte make ISPs obey the law?

The number of child sexual abuse videos and images transmitted over the internet and passing through servers of the internet service providers (ISPs) Globe Telecom and PLDT/Smart has increased from 19,000 in 2019 to 47,937 in 2020 as a result of lockdowns. This is according to the Philippine government’s Cabinet Secretary Karlo Nograles, speaking for President Rodrigo Duterte.
