I will be applying for my passport and it will be my first time applying for a government-related document. It is only now that I learned that there is an error in my birth certificate. It indicates that my year of birth is 1986 when my true and correct year of birth is 1990. I was told that a petition must be filed, but my problem is that I will not be able to go to our hometown where I was born because of quarantine restrictions. Can my brother file the petition instead? He was the one born in 1986. So, the years of our birth are overlapping. We’re thinking that maybe our grandmother, who was the one who registered our births, may have gotten confused at the time. Or, is it possible for me to file before the local civil registry? Please advise.
