ON January 13, the new US president Joseph R. Biden announced two important decisions concerning the management of foreign aid programs under his administration: he named former United Nations Ambassador Samantha Power as administrator of the United States Agency for International Development (USAid) and elevated the agency to membership in the US National Security Council (NSC). The announcement has a number of implications for the Philippines, most of them quite positive.
