ITOGON, Benguet: The municipal government here has urged the Department of Environment and Natural Resources (DENR) to allow the use of a portion of the P1.2-billion penalty paid by Philex Mining Corp. to the Pollution Adjudication Board (PAB) for damages caused by an accidental leak of its tailings pond in August 2012 for the compensation of indigenous peoples (IPs), living downstream of the company’s mining operations, because they also suffered from the accident.

Mayor Victorio Palangdan has stated that he intends to appeal to the Office of the President an earlier decision of the DENR to deny his request to use a portion of the paid penalty purposely for the benefit of the IPs living downstream the mine camp.
