THE president of the Camarines Norte State College (CNSC), Rusty Abanto, is leading his institution in its drive to become a state university. CNSC has just completed the second year of evaluation of its ISO 9001:2015 certification, performing very well in all areas covering instruction, research, extension and production services not only in its main campus in Daet, but also in its satellite campuses.

In fact, Abanto has earned accolades not only from his constituents, but from a third-party evaluation, conducted in line with his application for a second term with his first term supposed to end on February 15. He was evaluated using two instruments prescribed by the Commission on Higher Education (CHEd). In one instrument, he obtained a score of 4.98 out of a perfect score of 5.0. In another, his score was 98 out of a perfect score of 100. This led the evaluation committee to award him with an adjectival rating of “outstanding.” But on January 22, five out of the nine voting members of the board of trustees of CNSC booted out President Abanto.
