PBA Draft: Who will be the No.1 overall pick?

The big news is that Global Port’s governor Erick Arejola has virtually confirmed that there will be a Gilas special draft in the PBA Season 46 Draft (because they don’t want us to remember that we lost a year). This was corroborated by Gilas pool members Calvin Oftana and Jaydee Tungcab also deciding to make the jump. They won’t be the last.

How will the special draft look like? They can follow the sequence so only the teams with the top 5 picks get the rights to a Gilas player (2019 draft) or all 12 teams taking one player each with a draft order and picking in secret (2016 draft). My hunch is that it would be somewhere in the middle.
