THE Senate Committee on Agriculture and Food, headed by Sen. Cynthia Villar, has recommended to President Rodrigo Duterte the declaration of a national state of emergency because of the spread of the African Swine Flu (ASF) that has devastated the hog industry, particularly in Luzon.
The recommendation was agreed during a public hearing by the Villar committee on the current pork shortage that had prompted the President to order a price ceiling.
