CAMP NAVARRO Calarian, Zamboanga City: A bomb expert who fabricates improvised explosive devices (IED) for the Bangsamoro Islamic Freedom Fighters (BIFF) surrendered to the Western Mindanao Command on Saturday.
According to WesMinCom commander Lt. Gen. Corleto Vinluan, Jr., the IED maker was identified as Tong Ayob Dubpalig, a.k.a. Tong/Ruben, 57 years old, and a resident of Sitio Dryer, Barangay Nabalawag, Midsayap, North Cotabato.
