TO become the 59th Justice secretary of the Philippines, Menardo Guevarra has moved from challenge to challenge in government service, private practice and even in academia. Under the previous administration of former president Benigno Aquino 3rd, Guevarra was the deputy executive secretary for Legal Affairs, and under the present administration of President Rodrigo Duterte, Guevarra moved up to senior deputy executive secretary. In both instances, his tasks were focused on providing general staff assistance to the chief executive. In contrast, his current position in the Department of Justice (DoJ) involves the supervision of thousands of employees in the DoJ proper, in the field offices of the National Prosecution Service and in agencies attached to the DoJ.
