RETIRED police general Diosdado Valeroso, now an executive at the Department of the Interior and Local Government, is one of the few government officials with military training who is well-grounded enough to be comfortable, at least from an academic standpoint, being situated on either side of the political spectrum.
My guess is that he fully understands what Fr. Gustavo Gutiérrez theorizes in A Theology of Liberation, what Marx and Engels analyze in The Communist Manifesto or even what Mao Zedong prescribes in his Red Book for Guerrilla Warfare.
