THE Department of the Interior and Local Government (DILG) banned anew mass gatherings in the National Capital Region (NCR), which is currently under a modified enhanced community quarantine (MECQ), to control a surge of the coronavirus disease 2019 (Covid-19) in the region.

In the DILG memorandum to local chief executives and regional directors of the Philippine National Police (PNP), it also sought to "define their roles" in implementing minimum public health standards based on the Inter-Agency Task Force (IATF) guidelines and the Republic Act 11332, otherwise known as the “Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act”, especially section 9, paragraph D, or the non-cooperation of persons and entities that should report and/or respond to notifiable diseases or health events of public concern.
