PRESIDENTIAL spokesman Harry Roque Jr. slammed retired Supreme Court Associate Justice Antonio Carpio after he accused President Rodrigo Duterte of committing "grand estafa" by making a false promise about the West Philippine Sea.
At a chance interview on the sidelines of the turnover ceremony for the National Kidney and Transplant Institute (NKTI) Modular Hemodialysis Facility in Quezon City on Wednesday, Roque said Duterte did not fool Filipinos to get votes.
