EXHIBIT A consists of CHEd Memorandum 74 series of 2017 on Teacher Education. In section 5, the Commission on Higher Education announces the degree name — “Bachelor in Elementary Education.” It used to be “Bachelor of Science in Elementary Education.”

Some institutions may wish to call it more felicitously as “Bachelor in Basic Education,” but no. CHEd will have none of this. It wants the program entitled “Bachelor of Elementary Education.” The paltry (non)argument advanced is so that possible employers will more easily identify the applicant’s field of expertise. But that is to put in question the employers’ ability to read because all it takes to determine this is to read the transcript of records.
