THE Toll Regulatory Board (TRB) will implement a "three-strike policy" against erring motorists using the Radio Frequency Identification (RFID) on all tollways starting on May 15.
In a statement, TRB spokesman Julius Corpuz said the stricter policy will encourage motorists to be responsible RFID users.
