Speech language therapy

Dear PAO,

My nephew was required to undergo speech language therapy because he had some speech delays. My sister enrolled him to one who offered home service. When I asked her if the therapist was licensed, she said she was not sure since she did not know that speech language therapists needed to be certified or licensed. Can an ordinary person, not licensed or certified, provide speech language therapy?
