Executive Order No. 135 (EO 135) issued last week by President Rodrigo Duterte lowered the tariff rates of imported rice coming from countries not part of the Association of Southeast Asian Nations (Asean) countries from 40 to 35 percent for MAV in quota and 50 to 35 percent for minimum access volume (MAV) out quota. Immediately, a farmer group declared that it was a "stab on the back of the rice farmers." Senators from the opposition, getting their usual flawed argument from this farmer group, immediately called for a Senate hearing on the matter.

Beyond politics and propaganda, the issuance of EO 135 makes good economic and business sense.
