WE are the university executives of Cagayan State University (CSU). We are in dire straits. The provisions of Republic Act (RA) 10931 make free tuition and free miscellaneous fees a right of our students. Mr. J. Prospero de Vera, who chairs the Unifast (Unified Student Financial Assistance System for Tertiary Education) board, has ordered the amount corresponding to these fees for the Cagayan State University be withheld.
Although Unifast has itself acknowledged all documentary requirements for the release of the funds have been complied with, we have not yet received the amount for the first and second semesters of the current academic year.
