SEN. Panfilo "Ping" Lacson called for a vaccine passport system to allow vaccinated people, including returning overseas Filipino workers (OFWs) and foreign investors, easier travel to the Philippines.
Lacson on Monday said many returning OFWs and foreign investors are reluctant to come to the Philippines because of strict pandemic protocols.
