SOMETIME in 2018, Jose was asked if he was interested in working with the government. After careful thought, he decided to accept. Jose's duties were to focus on leading a government agency's team whose mandate was to improve communications and external relations with the media and the public. Part of the leadership challenge was to turn around and reinvent the team.

The team - considered the agency's advocacy and communications arm - handled communication assets such as a website and social media accounts. It was also part of a bigger team that prepared and produced knowledge products and acted as the repository of all these products. Aside from being the lead, Jose also represented the team and acted as a conduit with other teams.
