In the 1960s and the 1970s, every assessment on the competencies of Asian universities had one constant and that was a great source of national pride. The flagship campus of the University of the Philippines in Diliman, Quezon City was on the list of the Top 25 universities, along with research-grounded tertiary schools in Japan, Singapore, China, India, South Korea, Hong Kong (then under British administration) and Malaysia. The UP system was so prestigious that its Los Baños (Laguna) or UPLB campus attracted students who wanted rigorous training in agronomy, animal health and forestry from across Asia.

In what is now the Asean Region, the tertiary educational system of the Philippines was bested only by iconic universities in Singapore and Malaysia.
