Digital vaccine passport for travel

One is fully vaccinated two weeks after the second dose. For sure, proof of vaccination status will be a new entry requirement for some destinations and travel providers. Other countries may use vaccination status to allow travelers to skip swab tests and mandatory quarantine. To prepare for potential travel abroad, I read up on country requirements and often come across digital vaccine passports dubbed Covid-19 passports as proof of vaccination. The European Union and countries such as the United Kingdom, China and Japan as well as private groups are developing digital Covid-19 vaccine passports or certificates. Technical, legal and ethical concerns arise from such passports.

National Task Force Against Covid-19 spokesperson Restituto Padilla in an interview with CNN Philippines mentioned that a Department of Information and Communications Technology (DICT) certification and/or vaccination card is enough to prove one is fully vaccinated. A few weeks ago, DICT Undersecretary Emmanuel Rey Caintic, in a virtual town hall meeting organized by the Department of Health (DoH), said the Philippine government would issue Covid-19 vaccine passports for Filipinos for international sea and air travel. Currently, the vaccination card issued by the local government unit is the only proof one is vaccinated. I took digital copies, so I don't need to bring the physical card around. If DICT plans to implement a Covid-19 passport, they could integrate the vaccine certification or passport in StaySafe, the official exposure notification app endorsed by the DoH in the fight against Covid-19. However, the reliability and security of the technology used in this app needs to be verified first. The StaySafe app has been in my phone for a year and not once was I alerted of any exposure. Developing a new app is another option.
