Mobility priorities in the final 12 months

WITH less than 12 months left in the Duterte administration, what should be in Transportation Secretary Arthur Tugade's list of priorities, not only to deliver tangible benefits and results before his departure, but also to leave a solid foundation for the next administration to build on? Below are my top picks on where the Department of Transportation (DoTr) should be focusing its attention (in addition to the substantial railway development program).
