A report by political science professor Carmel Abao and sociologist and development studies professor Jayeel Cornelio of the Ateneo School of Government (ASOG) claimed that President Rodrigo Duterte's government underperformed in its response to the Covid-19 pandemic.
"In [the government's] own terms of reference, I think they underperformed as they failed to achieve their own targets in ensuring that the President's promises come into fruition," Abao said.
