DAVAO City Mayor "Inday" Sara Duterte-Carpio has emerged as the top performing local chief executive in the Philippines with a 93 percent job approval rating, surpassing President Duterte's record of 86 percent in 2010 as chief executive of Davao City, according to an independent non-commissioned survey.

The RP- Mission and Development Foundation Inc. (RPMDinc) also said that Quezon City Mayor Josefina "Joy" Belmonte emerged as the top performer among Metro Manila mayors at 87 percent, while Cebu Gov. Gwendolyn Garcia led her group at 77 percent.
