MANY of us grew up with the notion that roads were built for cars. A road being mainly for cars was something everyone accepted, especially transport planners and traffic engineers. Their goal was for cars to be able to move faster in every city. More and wider roads were needed to avoid congestion. The assumption was that more road space would eventually lead to a traffic-free travel experience ("Cubao to Makati in five minutes").

The vision was a false one. The reality was quite the opposite. Road expansion provided only temporary relief and led eventually to more traffic. The result was the same year after year. A definition of insanity is to do the same thing over and over, expecting a different result.
