ONE of the Land Transportation Office's (LTO) recent issuances, Administrative Order 2021-039, should be amended to correct its anachronistic treatment of electric light mobility devices (e.g., electric bicycles and electric kick scooters).
Electric bicycles and electric kick scooters are helping to transform our mobility environment for the better. Globally, these are the most popular types of electric vehicles. They need to be welcomed with the right type of regulation, not shunned.
