SENATE Minority Leader Franklin Drilon said President Rodrigo Duterte's shifting stance on the country's Visiting Forces Agreement (VFA) with the United States validated his position foreign policy should be a shared power with the Senate.

After unilaterally terminating the VFA on Feb. 11, 2020, Duterte recalled his decision several times in June 2020, in November 2020 and in June 2021 until he decided to retract the termination on July 30.
