THE announcement, sometime in 2018, that JDVC Resources Corp. intended to begin undersea mining operations off the coast of Gonzaga, Cagayan was not met with enthusiasm by the local community. According to news reports at the time, residents charged that they had not been informed of nor their consent sought for exploratory operations by JDVC in the offshore tract, which is located about 14 kilometers from the shore of the municipality of Gonzaga and extends to parts of Buguey and Aparri.
