The Department of the Interior and Local Government said that criminal charges are being readied against a barangay tanod (village watchman) who shot dead a scavenger in Manila.

DILG Undersecretary Jonathan Malaya told The Manila Times that "a case for murder is now being prepared by the MPD-CIDU (Manila Police District - Criminal Investigation and Detection Unit) against Cesar Panlaqui.
