PRESIDENT Rodrigo Duterte defended the Department of Health (DoH) following the recent audit report of the Commission on Audit (COA) which pointed out "deficiencies" in its handling of billions of pesos worth of pandemic funds.
"To the issue [of] whether money has been stolen, that is pure b***s***," Duterte said in his prerecorded address late Monday night.
