ALLOWING fully vaccinated people full mobility but restricting the movement of those without jabs can be justified if done for the common good, Presidential Adviser for Entrepreneurship Jose Maria "Joey" Concepcion 3rd said on Monday.

He maintained that the proposed "bakuna (vaccine) bubble" in the National Capital Region (NCR) is not discriminatory but is "critical" to save the economy.
