WHEN I was appointed to the Consultative Committee to study the 1987 Constitution with the announced end of crafting a constitution for a federal republic, I did not feel like I was an instructed member, nor did I think that I had to return or curry favor. I took very seriously, however, the task of envisioning a federal Philippines.
It may have been the President's agenda at the time - because he has apparently forgotten it since! - but it was also mine, and it remains mine.
