THE Commission on Human Rights (CHR) launched an independent probe about the incident of the four minors who were made to walk naked as a "punishment" for allegedly bathing in a river in Trece Martires, Cavite.

CHR spokesman Jacqueline Ann de Guia's statement comes Friday evening after the commission learned about the minors' video showing the alleged punishment.
