THE General Instructions (GIs) for the 2022 national and local elections will likely be a derivative of past GIs. This theory emanates from the pattern of observations in 2016 and 2019 elections as described below.

On Feb. 11, 2016, Commission on Elections (Comelec) Resolution Number (CRN) 10057 was promulgated regarding the GIs for the board of election inspectors (BEIs) on the testing and sealing of vote counting machines (VCMs), and voting, counting and transmission of election results in connection with the May 9, 2016 national and local elections (NLEs). It was followed by CRN 10083, which was promulgated on March 15, 2016 for the GIs governing the consolidation and canvassing system (CCS) and transmission of votes in connection also with the May 9, 2016 NLEs.
