HAVING "placeholders" every election season is neither illegal nor can it be considered a mockery of the democratic exercise as this is provided by law, a Malacañang official maintained.

Presidential spokesman Harry Roque asserted that anyone who sees political parties fielding substitute candidates as a travesty to the democratic practice must make moves to abolish or amend the law.
