'One minute to midnight'

"ONE minute to midnight." In four words, Prime Minister Boris Johnson of Great Britain illustrates the urgency of undertaking definitive policies and actions by all countries to limit carbon emissions, in order to achieve the agreed goal of 1.5 degrees Celsius above the pre-industrial levels.

Scientists agree that planet Earth's temperature is continually rising. This is happening because of uncontrolled greenhouse gas emissions. Recognizing this, in 1992, around 120 countries signed the United Nations Framework Convention on Climate Change (UNFCCC). The parties to the UNFCCC agreed to meet annually to set concrete goals and measures to address global warming and to assess compliance of parties to their commitments.
