Scientists agree that planet Earth's temperature is continually rising. This is happening because of uncontrolled greenhouse gas emissions. Recognizing this, in 1992, around 120 countries signed the United Nations Framework Convention on Climate Change (UNFCCC). The parties to the UNFCCC agreed to meet annually to set concrete goals and measures to address global warming and to assess compliance of parties to their commitments.
