HEALTH Secretary Francisco Duque 3rd personally wants face shield use to be voluntary in areas under Alert Level 2 and in areas that are considered high risk.
His suggestion on Tuesday comes after Manila Mayor Francisco "Isko Moreno" Domagoso issued an executive order lifting the use of face shields in all areas in Manila except in hospitals.
