FORMER chief presidential legal counsel and senatorial aspirant Salvador Panelo is bent on persuading Davao City Mayor Sara Duterte-Carpio to join the 2022 presidential race and warned her that she may end up becoming an "unproductive and dormant bureaucrat spare tire," should she decide to run and win the vice presidency.
