FRIEND and media colleague Jun Yuseco sent me a brief on the congressional run of retired Maj. Gen. Alexander F. Balutan for the first district of Nueva Ecija.

The information comes as a surprise. It had seemed that after his retirement as general manager of the Philippine Charity Sweepstakes Office (PCSO) in 2019, the general was ready to bow out of public life for good. The last time I had a meet-up with him was when I brought him copies of Pwersa, a tabloid which I publish every 1st and 16th of the month, which carried a piece on him. Clad in walking attire as he joined me at the gate of Rosewood Pointe, a plush housing complex in Taguig City, he did strike up the image of one enjoying a leisurely lifestyle, indicating nothing of the rough and tumble adventures of a Marine officer for the major part of his career or of the grind a government bureaucrat goes through in delivering service to the people, first as Bureau of Jail Management director general and ultimately as PCSO's top executive.
