CHINA has been winning the war over the West Philippine Sea without firing a single shot, an official of the Philippine Council for Foreign Relations said.
In his seven-page paper sent to The Manila Times, Lt.Gen. Edilberto Adan said this is due to the "hybrid" and "unrestricted warfare threats" undertaken by China within the country's exclusive economic zone (EEZ).
