THE head of the House Committee on Higher and Technical Education called for a gradual transition to face-to-face classes for higher education institutions (HEIs).
Face-to-face classes for HEIs need to be phased in because not all of them are fully ready to return to classroom teaching, Baguio Rep. Mark Go, the committee chairman, said.
