ON its 26th year, the Philippine Independent Power Producers Association (Pippa) continues to be an exponent of the country's progress towards energy security. From a small group of only nine independent, or non-government-owned, power producers in 1995, Pippa today has grown to a 28-member bloc, whose combined total energy capacity accounts for over 80 percent of the country's energy requirements.
