AS James Jimenez, spokesman for the Commission on Elections (Comelec), pointed out, substitution of candidates is a remedy available only to a political party. Section 77 of the Omnibus Election Code (OEC) stipulates that a political party can field another candidate after the CoC filing period if the official candidate dies, is disqualified by Comelec, voluntarily withdraws or drops out of the race.
