The 1987 Philippine Constitution recognizes the need to support vulnerable sectors of society, including persons with disabilities (PWDs). Article XIII, Section 13 provides that "the State shall establish a special agency for disabled persons for their rehabilitation, self-development, self-reliance and their integration into the mainstream of society." In 1992, the Philippine Congress passed Republic Act 7277 or the "Magna Carta for Persons with Disability." In 2008, the Philippines signed the United Nations Convention for the Rights of Persons with Disabilities. These acts enjoin the Philippines to uphold the rights of persons with disabilities.
